Pam Montgomery is a veteran, a lawyer, and a lifelong public servant who has spent her career standing up for people and delivering results. For more than 32 years, Pam and her husband have called Woodbridge home, raising their son and building deep roots in the community. Throughout that time, she has worked closely with local small businesses, community organizations, and neighborhood leaders to strengthen the local economy and improve quality of life.

Pam’s commitment to service has guided her throughout her life and career. That dedication led her to serve her country as a U.S. Army veteran and Judge Advocate (JAG), where she advised military leaders and represented service members with integrity, discipline, and respect for the rule of law. Her military service reinforced a leadership style rooted in accountability, fairness, and putting people first.

As a lawyer, Pam has devoted decades to advancing justice. She began by advocating for underserved families and expanding access to legal protections, then went on to serve as Chief Counsel and Director at the United States Sentencing Commission, where she worked to promote fairness and consistency in federal sentencing policy and strengthen public trust in the justice system.

Pam brought that experience home to Woodbridge, where she now serves as Chief of Staff to Woodbridge District Supervisor Margaret Franklin. In that role, she helps lead one of Prince William County’s most diverse districts—overseeing operations, shaping policy, strengthening constituent services, and supporting economic revitalization, transportation improvements, and responsive local government.

Pam Montgomery is running for Woodbridge District Supervisor because she knows experience matters and because Woodbridge deserves leadership that is ready on day one.
