Affordable Housing

With years of hands-on experience in county government, Pam Montgomery is ready on day one to tackle Woodbridge’s housing challenges. In her role as Chief of Staff to the Woodbridge District Supervisor, she helped advance housing policies focused on affordability, stability, and fairness for residents.

Bringing deep knowledge of county processes, Pam will work to expand affordable housing options, support responsible development, and protect families, seniors, and long-time residents from being priced out of their communities.

Transportation

Reliable transportation is essential to opportunity and quality of life, and Pam Montgomery is ready on day one to deliver solutions that work. Through her leadership in county government, she has collaborated with transportation agencies and regional partners to address congestion and improve mobility in one of Northern Virginia’s busiest corridors.

Drawing on that experience, Pam will fight for smart investments that expand transit access, maintain safe roads, and make daily commutes more affordable and predictable for Woodbridge families.

Economic Revitalization

Economic revitalization requires experience, coordination, and follow-through — qualities Pam Montgomery brings to the job on day one. Her work in county government has supported initiatives that strengthen small businesses, attract investment, and create good-paying jobs.

With a clear understanding of how local government drives economic growth, Pam will focus on revitalizing commercial corridors, supporting entrepreneurs, and ensuring economic justice by expanding opportunity to every part of Woodbridge.

Standing Up to ICE - Ensuring Community Safety

Prince William County took an important step forward when it ended participation in the 287(g) program—a program that blurred the line between local policing and federal immigration enforcement, raised serious civil rights concerns, and weakened trust between residents and law enforcement. Public safety works best when everyone feels safe reporting crimes, calling for help, and cooperating with investigators—without fear.

Pam believes ICE profiling, raids, and intimidation tactics do not make our communities safer. No one should fear being targeted while walking home, heading to work, or picking up their kids. Immigration enforcement must be humane, fair, and grounded in due process. Pam will stand up to policies that terrorize neighborhoods, defend local control over public safety, and keep county resources focused on what they’re meant to do: protect families and keep our communities safe—without tearing them apart.

Education

Strong schools are the foundation of a strong community, and Pam Montgomery is ready on day one to be a committed advocate for students and families. Having raised her son in Woodbridge public schools, she understands firsthand how county decisions affect classrooms and learning environments.

Guided by both professional experience and personal perspective, Pam will support policies that strengthen public education, expand access to resources, and ensure families and educators have a voice in decisions that shape Woodbridge’s future.

Data Centers & Community Protection

Thoughtful economic growth helps ensure Prince William County can fund essential services—like strong schools, public safety, and infrastructure—without placing the entire tax burden on homeowners. Responsible data center development, when done right, can help diversify our tax base and provide more stable local revenue to support the services families rely on every day.

At the same time, data centers must be good neighbors. Pam believes local communities should have clear standards and real authority to guide where data centers are built, how they operate, and how they impact surrounding neighborhoods. That means protecting nearby homes, managing environmental and infrastructure impacts, and ensuring growth strengthens our economy while preserving the character and quality of life in Woodbridge.

Public Safety

Public safety requires experience, fairness, and a deep respect for the rule of law. As a lawyer and longtime public servant, Pam Montgomery understands that true safety is built on justice, equality, and accountability. Her legal background gives her a clear understanding of how laws are applied—and how policy decisions at the local level can either strengthen or undermine trust in our public safety system.

Through her work in county government, Pam has supported collaboration between public safety agencies, community organizations, and service providers to improve outcomes and prevent harm before it occurs. Ready on day one, she will support first responders, expand access to mental health and prevention services, and champion policies that promote equal treatment under the law—ensuring every Woodbridge resident feels protected, respected, and heard.
